White population declining

Non-Hispanic whites are a now minority in four states and in Washington, D.C., according to data recently released by the U.S. Census Bureau. The states are Texas (48.9% white), California (43.3%), New Mexico (42.8%), the District of Columbia (29.7%), and Hawaii (23%). States on the other end of the scale include Maine (96% white), Vermont (96%), and West Virginia (94.6%). New Hampshire, Iowa, and North Dakota are all over 90%. Mississippi has 60% non-Hispanic white population. The national average is 66.8%; down from 75.6% in 1990.

So in saying that, are we now the Majority and they the minority(in those states, of course)? Isn't it all just Black and White anyway? What is really meant by MINORITY? Is it just another way of saying minorities are inapt and the majority is apt?
